Anil Ipekci, President

Anil is a Senior Planning and Project Management Professional with a Civil Engineering degree. He has in excess of 12 years of experience that has been acquired on a wide range of large-scale construction projects in Turkey and Qatar. He has extensive knowledge in Planning & Scheduling, Monitoring & Controlling, Resource Planning, Forensic Schedule Analysis and Integrated ERP and Project Management Systems.

Anil has worked with both contracting parties as well as consultants in Mixed-Use, Residential & Commercial Building projects including 60+ Story High-Rise Towers and Road & Infrastructure Projects with contract values in excess of USD 1 Billion.

Throughout his career Anil has acquired strong analytical and persuasive skills along with the ability to simplify construction schedules and complex issues, his ability to implement practical solutions has catered for opportunities to assume various high-level roles with reputable international companies in the construction sector.

Anil is currently working as the Head of Planning at Gulf Contracting Company and contributing to the ability to manage the different phases of projects more efficiently throughout the Project Life Cycle by implementing sustainable solutions in Planning, Scheduling and Claims Management

Avinash Gaikwad, Past President

Avinash Gaikwad is a Managing Director at AG Consultancy, a RICS regulated Chartered Quantity Surveying Firm. Avinash is experienced in all types of dispute resolution services however, specializes in Expert Witness, Mediation and Arbitration to Construction and Built Asset Commercial disputes. He has been appointed as Expert witness by instruction from client’s solicitors. He given advice to clients on projects including Al Udeid Air Base, Doha Metro Projects, Sidra Medical and Research Hospital, Student Housing Project, Qatar University, Doha Festival City, Lusail Piping project, ISF Project and Msheireb Project.

He has over 21 years of experience in construction projects in India, U.K, and Middle East & Qatar across a wide spectrum of projects ranging from Metro, Retail, Hotel, Residential, Sports Stadium, and Commercial Fit out, Data Center, Hospital, Infrastructure, Utilities and Airport.

He provides APC one to one mentoring services for the aspiring RICS APC candidates. He is passionately interested in sharing knowledge and training Quantity Surveying and Project Management professional at all levels in his specialized field of Cost and Commercial management and Quantity Surveying, since 2010.

He holds six professional qualifications including Fellow member of Royal Institution of Chartered Surveyors (FRICS), Fellow member of Indian Institute of Quantity Surveyors (FIIQS), Member of Chartered Institute of Arbitrators (MCIArb), Chartered Engineer, Member of Institution of Engineers (India). He is RICS registered Expert Witness and RICS accredited Civil Commercial mediator.

He completed his Diploma in Mechanical Engineering from Mumbai in 1998 and then worked towards its part time degree in evening time while working full time in day. He graduated with a degree in Mechanical Engineering from Mumbai University in the year 2005. In the year 2010, he obtained a Post Graduate Diploma in Surveying from College of Estate Management, UK, via distance learning. In the year 2012, he obtained the RICS accredited Civil Commercial Mediator by attending a special course ran by RICS. In the year 2019, he obtained the RICS registered Expert Witness by attending a special course ran by RICS.

Avinash Gaikwad has been a member of AACE International since 2015. He played pivotal role in forming the Qatar Section, and was the founding Vice President – Membership. Under his leadership the section grew from 67 members to more than 170 members and became a major section within Region 7. The Qatar Section received Gold awards in 2016, 2017, 2018 and again in 2019. He is a frequent author and presenter having presented papers at AACE Annual Meetings and other professional institutions across worldwide. He recently completed his term as the President of AACE Qatar Section for year 2019-20.

Avinash has been a member of Indian Institute of Quantity Surveyors since 2009 and he led the establishment of its Qatar section in 2013 and was the founding Vice president too. He organized many APC competency training courses for potential candidates and helped many out of them to succeed in achieving the chartered status. He is currently performing an advisory role for the organization.

He is General Secretary at Indian Community benevolent Forum which is under patronage of Embassy of India to Qatar which is involved in philanthropic and charitable activities for needy people in Qatar. This organization has more than 3000 members across Qatar.

In December 2018 he founded Maharashtra Professional Forum for entrepreneurs and professionals to work together for every member’s growth. He is performing an advisory role for the organization.

Avinash is Chief Operating Officer at Corventive Trading and Services, which owns brands like, Desi Kirana Doha – an online grocery shop and Chai Garam Café.

Saad Hegazy, President Elect

Saad Hegazy is a Delay Analysis Expert, Construction Claims and Dispute Management Expert who has more than 14 years’ experience in Forensic Planning, Construction Contracts, Claims and Disputes, with experience in a variety of industries and project types in GCC, Middle East, Asia and Africa. Saad has a wealth of experience and knowledge having worked on airports, metro, infrastructure, stadiums, MEP, Oil & Gas, water treatment, utilities and high rise buildings projects. His experience extends to arbitration; mediation and adjudication work with extensive involvement in the contractual and legal aspects of claims and contracts.

 

He holds, a Bachelor’s degree in Civil Engineering from Tanta University Egypt, an International Diploma in Project Management from Cambridge University UK, a Diploma in International Arbitration from Alexandria University Egypt, a Post Graduate Diploma in Human Rights and Civil Society from Cairo University, Master of Strategic Project Management from Herriot-Watt University UK, and Master of Laws in Construction Law and international Arbitration from Robert Gordon University UK.

Ryan Ace Tan, Vice President

A graduate with a “Dean’s Lister Citation Award” of BS Civil Engineering, and a licensed Civil Engineer ranked 11th place after passing the board exam with an average of 95.10% conducted by Philippines Regulatory Commission. Has more than 14+ years of experience in the construction industry currently employed as a Senior Planning Engineer handling high rise building projects. He has solid experience in site works supervision, quantity surveying and very proficient in work-related computer software, ensuing him to becoming a conversant planner as he is now.

Managed to pass two certification exam by the Association for the Advancement of Cost Engineers International (AACEI) namely, Planning and Scheduling Professional (PSP) and Certified Cost Professional (CCP). Also acquired the “Project Management Professional” (PMP) certification under Project Management Institute (PMI).

A member of the Chartered Institute of Arbitrators (MCIArb) and a certified Civil Engineer in Qatar after passing the qualification exam and adhering to the norms and requirements of Qatar’s Ministry of Municipality and Urban Planning.

Currently pursuing LLM/MSc in Construction Law and Arbitration with Robert Gordon University through their online and distant learning program, aiming to strengthen and develop his educational background both in theory and actual career practice.

An officer of the Filipino Planning Engineer Association, and the current secretary who pioneered to established the AACE Qatar section.

Balaji Lokhanta, Secretary

Balaji Lokhanta is a Project Management Specialist with two decades of experience managing projects in the Oil and Gas industry with proven expertise in downstream and upstream project leadership from appraisal to production.  His area of expertise include Brown field Project Management, Value Engineering, Risk Management, Earned Value Management, Change Management, Schedule and Cost Optimization with experience in a variety of Oil and Gas Projects in Qatar, Japan and India.

 

He holds, a Bachelor’s degree in Civil Engineering, MBA in Finance and PG Diploma in Construction Management. He is a member of Project Management Institute (PMI), Association for Advancement of Cost Engineering (AACEI), Society of Petroleum Engineers (SPE) and Institution of Engineers (IEI). He is a certified Project Management Professional (PMP), Risk Management Professional (RMP), Earned Value Professional (EVP) and UPDA Grade A certified Engineer.

 

Balaji is currently working as Project Manager at Chiyoda Almana Engineering managing a portfolio of projects for various Oil and Gas Operating companies in Qatar. He is happy to associate with AACEI Qatar Section and in supporting its activities and initiatives.

SANTHOSH KUMAR NARAYANAN, Treasurer

Santhosh Kumar Narayanan is a Civil Engineer by degree and Planning Engineer by profession. He is member of AACEI since 2011 and holds Planning and Scheduling Professional (PSP) Certification.

He has been associated with various organizations such as PMI, Toastmasters International, Institution of Engineers India (IEI) and local chapter of College Alumni and other various community organizations affiliated to Indian Embassy, Qatar.

He is a UPDA Grade -A Certified Engineer, currently pursuing MBA in Consultancy Management from BITS Pilani. Apart from PSP he also possesses PMP Certification from PMI International.

He is been in Qatar for more than 11 years and worked as PCS manager with Projacs International for KATARA Project. Currently he is working win CDM Smith Inc in the capacity of Planning Manager.

He is happy to associate with AACEI Qatar Section as Treasurer and his motto is “together we all win”.

Manoj Unnikrishnan, Director Education

Manoj is a Qualified Graduate Civil Engineer with Post Graduation in Construction Management. He is also a PMP, PMI-SP and PSP certified Planning & Scheduling Professional. Also obtained MMUP Civil Engineer Grade-A certification from Ministry of Municipality & Urban Planning, Qatar. Manoj has 28 years’ experience in all aspects of Planning, Scheduling, Project Controls and preparation & resolution of Extension of Time Claims. Manoj has worked in the GCC (Oman, Dubai, Abu Dhabi, Bahrain and Qatar) in a Multicultural Environment with various Leading International Contractors and Project Management Consultants. He has gained extensive experience having worked in some of the iconic construction projects in the Middle East. He has handled senior project control responsibilities in Msheireb Downtown Doha and currently leading Planning, Scheduling and Project Controls at the Al Thumama Stadium in Doha. Manoj’s career objective is to work with leading professional companies in the Middle East and utilize his knowledge and experience to make a real positive contribution in the successful delivery of various Construction Projects. He is also constantly focusing to upgrade his knowledge and skills to keep pace with the latest developments in the Construction industry. He is very active in Professional Organizations like AACE as part of Continuous Professional Development.

Venkatesh J, PSP, Director Events

Venkatesh is a Senior Planning and Delay Analysis Professional with a Master in Civil Engineering degree, Master of Laws in Construction Law and Arbitration and MBA (Finance). He is a certified Project Management Professional (PMP) and a certified Planning and Scheduling professional  (PSP).

 

He has in excess of 20 years of experience in the Planning and Project Management field that has been acquired on a wide range of large-scale construction projects in India and Qatar. He has worked with various contracting companies and International Project Management Consultants and has extensive knowledge in Project Programming, Budgeting, Project Controls, Tendering, Quantity Surveying, Forensic Schedule Analysis. He has advanced knowledge in the use of Programming Software and an expert in Integrated Visual Basic programming with the Planning tools.

Paola Kattar, Director Communication

Paola is a trilingual Senior Legal Practitioner and Construction Claims Consultant with 20 years’ experience. Member of the Beirut Bar Association. Started her career in 2000 as lawyer with international law firms in Lebanon then relocated to Qatar in 2008 with a major Claims and Project Management Company and provided legal and contracts consultancy and management for landmark projects where she obtained a wealth of construction contracts and project management experience. In 2014, she focused her career on claims and contracts risks and management. In 2019 she joined KEO International Consultants as their Legal Manager for Kuwait, Qatar, UAE, Oman, KSA and Bahrain leading and managing the legal, contracts and claims departments and overseeing the day to day corporate and projects matters. She is based in Doha.

Paola worked with and represented renown contractors, employers and consultants on major developments and liaised with local and international legal counsels and technical experts and contributed in winning complex arbitration and litigation cases.

She has vast experience in managing teams and setting up legal and contracts trainings, manuals and operation procedures.

Feras Al Roumani, Director Marketing and Publicity

Feras Al Roumani is an Associate Director and delay analysis expert. He has over 25 years’ experience in civil engineering, project management, project control, contract management, claims preparation and delay analysis.

Feras is a qualified Civil Engineer with master’s degrees in project management (MSc) and Construction Law (LLM). He is also a member of several professional bodies including the Chartered Institute of Arbitrators (CIArb), Institution of Civil Engineers (ICE), and Chartered Institute of Building (CIOB).

Feras has held positions in several countries including South Korea, Ghana, Jordan, Kingdom of Saudi Arabia, Kuwait, Oman, Syria, United Arab Emirates, and Qatar, where he has been a resident for the past two years. Throughout these roles he has developed his skills as a delay analyst, identifying the best method to utilise when carrying out delay analyses of claims and counterclaims, including examination and assessment of contractual entitlement, and has also assisted in the drafting of expert reports.  He was also involved in contractual claim preparation for employers and contractors evaluating contract documents and project correspondences and analysing disputes caused by delays, change orders, variations and force majeure events.

His project experience includes a vast number of high-profile projects throughout the Middle East and Africa, including nuclear power plant, oils and gas installations, hospitals and medical facilities, airports, bridges and mixed-use developments including high rise towers.

Mohamed Abbas Elmallahy, PSP, CCP, Director Administration

Planning & PMO Manager has over 16 years’ experience managing a portfolio of Oil & Gas projects in North Africa and major infrastructure projects in UAE & QATAR. He has BSc in Civil Engineering from Alexandria University Egypt, diploma of Professional Program in Project Management from American University in Cairo (AUC) Egypt. He is a member of AACEI, PMI, Lean Construction Institute – Qatar and Egypt Engineers Syndicate.

He is a Certified PSP, CCP, PMP, PMI-SP, PMOC and Lean Six Sigma Black Belt.

 

He holds a Certificate of Forensic Delay Analysis from College of Contract Management – UK

 

He has extensive experience in forensic delay analysis, prolongation claims as well as project controls and scheduling techniques such as (CPM, linear scheduling by TILOS and last planner system) in addition to risk management.

Vanessa P. Gallego, Director Membership

Vanessa is PSP certified from March 2020. She has been part of AACE Qatar Chapter since July 2018 as a corporate member. Vanessa has a degree qualified construction professional with over 13 years of experience in the construction sector. She has worked on a broad range of projects including roads and highways including bridges and tunnels, energy sector storage tanks, residential buildings and tower projects in the Middle East, Angola and the Philippines.

 

Vanessa is experienced in the preparation of extension of time (EoT) using windows analysis, time impact analysis, and impacted as planned and the preparation of disruption cost subsequent to EoT claims. She has a BSc Degree in Civil Engineering.

 

Amro Ahmed, Director Mentoring

Amro is a PMO leading, he is professional with 17 years’ experience in Projects management, Projects Controlling, and PMO. He has working throughout the Middle East in locations such as Egypt, UAE, Morocco, Saudi Arabia, Kuwait and Qatar. He has a BSc in Civil Engineering, Post Graduate Diploma in Structural Engineering, MBA, and DBA candidate.

Amro holds PSP certification with the AACE, Civil engineering license from MMUP Qatar; .He is a member of the Egyptian Syndicate of Engineers, the Kuwaiti Society of Engineers, and the Egyptian International Arbitration Organization.

Throughout his career, His experience has been acquired in a variety of construction sectors such a building works, sewage and infrastructure, interior decoration and finishes, roads and operation + maintenance, he has worked in contracting companies, consultants, project management organizations as well as on the client side.

He accepted an invitation to be part of the AACE Qatar Section Board of Directors in the role of Mentoring Director in 2020. He occupied as well the position of Events director in 2017, and 2018.

Avinash holds many four professional qualifications including Fellow member of Royal Institution of Chartered Surveyors (FRICS), Fellow member of Indian Institute of Quantity Surveyors (FIIQS), Member of Chartered Institute of Arbitrators (MCIArb), and he is RICS accredited Civil Commercial mediator.  He enjoys serving as a trainer for the APC workshops for professional qualifications. He chaired RICS APC assessment interviews. Avinash has 20 years of experience in Cost and Contract Management. He works with Northcroft Middle East Cost and Contract consultant as a Commercial Manager, helping and advising many clients and contractors to safeguard their contractual and commercial interests. Avinash is passionate about knowledge sharing and mentoring and believes in community service. He helps needy workers in Qatar with various benevolent ways under patronage of the Embassy of India in Qatar. He also led a QS professional organization in Qatar conducting professional and training activities.

Goals and Objectives:

Qatar Section is one of the fast-growing sections in Region 7 which is the largest international region in the world and key to AACE growth and global expansion. AACE has untapped potential which is unexplored by many professionals in the Qatar section. As Qatar Section president – Elect, I would use my experience to strengthen section and serve as a mentor for section team members.  Specific goals and objectives include:

  1. Establish close communication with members within the Qatar section, President and Regional Director.
  2. Communicate AACE vision, mission and strategic objectives to section team and members within Qatar Section.
  3. Promote awareness programs to make professionals aware about AACE International and its importance to construction and other industries.
  4. Increase awareness about importance of AACE certifications and their basis for job candidate selection.
  5. Expand AACE’s reach to various corporate giants and universities in the section to make AACE technical products and certifications a global standard.
  6. Help grow Qatar section further.
  7. Work closely with the AACE Regional Director and Qatar section President to implement and make successful AACE future plans in the section.
  8. Conduct regional conference on large scale in the region for benefit of members in Region 7 and Qatar section.
  9. Promote mentoring and other AACE initiatives by closely working with section team.

Lucia Vernon, PSP, Past President

In 2016 Lucia accepted the invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Marketing and Publicity. In 2017 she became President Elect which was the precursor to the taking on the President role for the 2018-2019 period. In her previous roles Lucia helped the organization to host regular technical workshops, she delivered the workshop ‘Practical Training – Windows Analysis’ and helped the team to organize best practice events with industry experts to further enhance awareness of AACE International amongst professionals in the State of Qatar and the Middle East. She recently developed the recommended practice paper for AACEI (CDR.2849) ‘Time Impact Analysis in Windows – Concurrency Analysis’ which was accepted for presentation at the AACEI Annual Meeting 2018 in San Diego, USA.

In her professional life Lucia holds the position of Associate Director working for Quantum Global Solutions as a delay analysist with 11 years’ experience in carrying out all types of forensic delay analyses in several different countries. Recently she has been managing the planning department.

Lucia has a solid working knowledge of planning software programmes including MS Project, Primavera P3 and P6 and forensic guidelines such as AACE Recommended Practice 29R-03. She has utilised these expert skills across multiple sectors including hotel development, football stadia, convention centre, power station construction, water and wastewater management, infrastructure, petro-chemical development, nuclear power and building construction. Lucia has an RICS recognised ‘Legal Experience Training Advanced Professional Award in Expert Witness Evidence (LETAPAEWE) accredited by Pearson Learning at a level 7 (Masters level) BTEC.’

She consistently takes a proactive approach and has good inter-personal skills which are essential elements that enable her to produce the required analysis schedules for claims and produce high quality and consistent results.

She believes that, a big part of her success story is due to reading the documentation available on the AACE International portal, being informed and adopting the knowledge which AACEI offers to professionals around the world. She believes in the motto “Work hard, follow your dreams and they will come true.”

Ryan Ace Tan, CCP, PSP Secretary

Ryan has over 12 years’ experience in the construction industry initially from his home country the Philippines, extending to Libya and currently now in Qatar. He has a BSc in Civil Engineering and is a licensed Civil Engineer in the Philippines. In addition, Ryan is currently undertaking an LLM in Construction Law and Arbitration with the aim of strengthening his understanding of alternative dispute resolution procedures within the industry.

Ryan is currently employed as a Senior Planning Engineer however, he also has extensive experience in site works supervision and quantity surveying. He holds PSP, PMI and CCP AACE certifications which cater and further supplement his knowledge in the project controls field as well as planning and scheduling, cost engineering, cost control, forensic scheduling, and contract.

He is a certified Civil Engineer in Qatar and has been a committee member of the Filipino Planning Engineers Association (FPEA) since 2017.

Ryan considers that ‘failing to plan is planning to fail’ and such an approach should be adopted on all construction projects. His long-term goal is to continue to further enhance his knowledge through education and experience with the objective of continuous personal and professional progression.

Oleksii Liubymyi, PSP, Treasurer

Oleksii Liubymyi is a Senior Planning Engineer with 6 years’ experience in rail, nuclear, medical and high-rise multimillion-dollar projects with major international contractors.
One of the signature projects Oleksii has worked on is the construction of the New Safe Confinement for the Chernobyl Nuclear Power Plant, that was destroyed in the nuclear catastrophe in 1986.
Oleksii has a proven track record of delivering tailored project controls services and setting-up high-performing planning teams to ensure timely project execution. In addition, he has previously implemented analytics apparatus that equipped project managers with information to assist with project decision making.
His main areas of expertise consist of Planning, Scheduling, Progress Monitoring, Reporting, Project Controls and Claims preparation.
Oleksii is an AACE certified Planning and Scheduling Professional with Master’s Degree in Project Management and Civil Engineering.

With over 19 years’ experience in construction and law, Paola works fluently in English, Arabic and French and represents employers, consultants, contractors and subcontractors on major construction developments in and around the GCC.  She provides advisory support on legal, procurement, contractual, procedural, strategic, and management aspects of projects. Possesses combined expertise in law and construction with excellent communication skills and facility to translate project facts and technical data into proper contractual information used in dispute avoidance and risk management; In dispute and arbitration, she is a perfect link between technical site personnel and legal counsels.

Paola is a natural leader and decision-maker and possesses strong interpersonal and organizational skills. She is meticulous, hardworking and results-oriented.

Graduated from law school in 2000, accomplished practice training in 2003 and called to the Bar of Beirut in the same year. Relocated to Qatar in 2008 with Hill International Project Management Group as a Contracts Manager and obtained a wealth of construction and project management experience. Example of her achievements is the Shemoukh twin Towers, a landmark on the C-Ring road near La Cigale Hotel.

Transferred to Hill International Claims Group (currently HKA) in 2014 as Managing Consultant and promoted to Senior Consultant in 2017. Handled construction contracts and claims preparation and management. She achieved a positive outcome for clients in arbitration and litigation cases where she prepared defence and counterclaim submissions and coordinated with experts and projects technical teams.

Joined KEO International Consultants (KEO) June 2019 as the Legal Manager for Qatar, Kuwait and Bahrain where she manages the day to day legal and contractual matters, risks and claims. Advises on dispute avoidance strategies. Prepares compliance procedures and laisses with Authorities and all stakeholders. Prepares, negotiates, analyses and manages contracts.

Wael Azizeldin, Director Marketing and Publicity

In 2018, Wael Joined AACE Qatar after attending AACE events and noticed the valuable contents it has, in 2019 Wael  accepted the invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Marketing and Publicity. As part of this role, Wael is responsible for the management of the AACE brand and image within Qatar and he ensures that the association maintains a proactive marketing strategy to establish membership acquisition and retention.

In his professional life he holds the position of Operations Manager for Electro Mechanical Engineering W.L.L which provides a complete MEP Engineering, Construction, turn key Projects, Wael is a specialist in Project Management, Contracts management and administration commercial management, planning and scheduling, Claims management and dispute resolution and control.

Wael has extensive experience working for several prestige projects in State of Qatar with leading international main contractors and consultancy offices as MEP approved Kahramaa and Ashgal contractor having more than 23 years’ experience working throughout Qatar, Saudia Arabia, and Egypt on projects. Wael is certified Commercial Contracts Manger by NCMA USA.

His area of expertise relates to MEP Projects Management, Contracts management and admiration, claim preparation, and he holds a comprehensive understanding of MEP Engineering, Contractual / Commercial matters. He has assisted Northcroft Middle East  and DJ Jones Claims’ experts in the preparation of Claims’ reports in his projects and has extensive experience of preparation and claim analysis and final submissions connected to delay and disruption events as well as providing the supporting documentation and records for all interim claims .

Mohamed Abbas Elmallahy, PSP, CCP, Director Administration

Planning & PMO Manager has over 16 years’ experience managing a portfolio of Oil & Gas projects in North Africa and major infrastructure projects in UAE & QATAR. He has BSc in Civil Engineering from Alexandria University Egypt, diploma of Professional Program in Project Management from American University in Cairo (AUC) Egypt. He is a member of AACEI, PMI, Lean Construction Institute – Qatar and Egypt Engineers Syndicate.

He is a Certified PSP, CCP, PMP, PMI-SP, PMOC and Lean Six Sigma GB.

He holds a Certificate of Forensic Delay Analysis from College of Contract Management- UK

He has extensive experience in forensic delay analysis, prolongation claims as well as project controls and scheduling techniques such as (CPM, linear scheduling by TILOS and last planner system) in addition to risk management.

Santhosh Kumar Narayanan, Director Membership

Santhosh Kumar Narayanan is a Civil Engineer by degree and Planning Engineer by profession. He is a member of AACEI since 2011 and holds Planning and Scheduling Professional (PSP) Certification.

He has been associated with various organizations such as PMI, Toastmasters International, Institution of Engineers India (IEI) and the local chapter of College Alumni and other various community organizations affiliated to Indian Embassy, Qatar.

He is a UPDA Grade –A Certified Engineer, currently pursuing MBA in Consultancy Management from BITS Pilani. Apart from PSP he also possesses PMP Certification from PMI International.

He has been in Qatar for more than 11 years and worked as PCS manager with Projacs International for KATARA Project. He is currently working with CDM Smith Inc in the capacity of Sr. Planning Engineer.

Manoj Unnikrishnan, PSP, Director Mentoring

Manoj is Senior Project Controls and Planning Professional having over 25 years of experience, working for leading Contracting, Consulting and Project Management companies in Qatar, Bahrain, UAE, Oman and India.

He is a graduate Civil Engineer with post-graduation in construction Management and holds several professional certifications like PMP, PMI-SP and PSP.

He has participated in a wide range of high profile and Iconic projects like FIFA-2022 Stadium, High rise residential towers, five star hotels, Shopping Mall, luxury villas, Residential townships, Airport terminals and Railway bridges. He is well experienced in all facets of Project Management, Project Controls, Planning and Scheduling and Delay analysis / avoidance.

AACE Qatar Section Committee 2018/2019

Lucia Vernon, PSP, President 2018-2019

In 2016 Lucia accepted the invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Marketing and Publicity. In 2017 she became President Elect which was the precursor to the taking on the President role for the 2018-2019 period. In her previous roles Lucia helped the organization to host regular technical workshops, she delivered the workshop ‘Practical Training – Windows Analysis’ and helped the team to organize best practice events with industry experts to further enhance awareness of AACE International amongst professionals in the State of Qatar and the Middle East. She recently developed the recommended practice paper for AACEI (CDR.2849) ‘Time Impact Analysis in Windows – Concurrency Analysis’ which was accepted for presentation at the AACEI Annual Meeting 2018 in San Diego, USA.

In her professional life Lucia holds the position of Associate Director working for Quantum Global Solutions as a delay analysist with 11 years’ experience in carrying out all types of forensic delay analyses in several different countries. Recently she has been managing the planning department.

Lucia has a solid working knowledge of planning software programmes including MS Project, Primavera P3 and P6 and forensic guidelines such as AACE Recommended Practice 29R-03. She has utilised these expert skills across multiple sectors including hotel development, football stadia, convention centre, power station construction, water and wastewater management, infrastructure, petro-chemical development, nuclear power and building construction. Lucia has an RICS recognised ‘Legal Experience Training Advanced Professional Award in Expert Witness Evidence (LETAPAEWE) accredited by Pearson Learning at a level 7 (Masters level) BTEC.’

She consistently takes a proactive approach and has good inter-personal skills which are essential elements that enable her to produce the required analysis schedules for claims and produce high quality and consistent results.

She believes that, a big part of her success story is due to reading the documentation available on the AACE International portal, being informed and adopting the knowledge which AACEI offers to professionals around the world. Mohamad Daaboul, Past President

Mohamad holds Bachelor of Science in Civil Engineering, and AACE certification for Planning and Scheduling Professional (PSP). He has over 10 years’ construction industry experience acquired within the United Kingdom, Syria, Qatar and UAE working in the Forensic Delay Analysis, Project Management, Project Control, and Planning & Scheduling fields.

He applied for PSP certification with the AACE and achieved full certification in 2014. In November 2015, AACE launched the Qatar Section and Mohamad was elected as a Director. This began his involvement in AACE as a technical speaker and trainer for events like “Workshop on Basic Concepts of Project Planning for Effective Project”, “Preparatory Crash Course for Planning and Scheduling Professionals (PSP)” and “Practical Exercises in Delay Analysis Using Time Impact Analysis & As Built Vs. As Planned window analysis.” By the end of 2015, Mohamed became a member of AACE International’s Young Professionals Committee (YPC). And by mid-2016 Mohamed became the Vice President of AACE Qatar section. In May 2017, Mohamad was elected as a President of AACE International-Qatar section.

Mohamad is the Founder and Managing Director of Analyzer Management Consulting which provided Forensic and Project Planning Services for more than 30 projects in 2018.

With an on-site Civil Engineering background, and exposure to multi-faceted projects, Mohamad has global wide practical experience in the preparation and assessment of Extension of Times claims for Arbitrations, Expert Determination and Court cases for high-profile projects.

His experience in Qatar extends to projects such as the Hilton Waldorf Astoria (50 stories), the JW Marriot (60 stories) and the Grand Mercure (22 stories). Mohamad has also worked on numerous civil & infrastructure projects as well as flooding prevention and sewage projects whilst in Qatar.

Avinash Arvind Gaikwad, President Elect

Avinash Gaikwad has been a member of AACE International since 2015. He played pivotal role in forming the Qatar Section along with Dev Tamboli and Mohammed Dabboul and was founding Vice President – Membership. Under his leadership the section grew from 67 members to more than 170 members and became a major section within Region 7. The Qatar Section received Gold awards in 2016 and again in 2017. He is a frequent author and presenter having presented papers at AACE Annual Meetings and other professional institutions across worldwide.

Avinash holds many four professional qualifications including Fellow member of Royal Institution of Chartered Surveyors (FRICS), Fellow member of Indian Institute of Quantity Surveyors (FIIQS), Member of Chartered Institute of Arbitrators (MCIArb), and he is RICS accredited Civil Commercial mediator.  He enjoys serving as a trainer for the APC workshops for professional qualifications. He chaired RICS APC assessment interviews. Avinash has 20 years of experience in Cost and Contract Management. He works with Northcroft Middle East Cost and Contract consultant as a Commercial Manager, helping and advising many clients and contractors to safeguard their contractual and commercial interests. Avinash is passionate about knowledge sharing and mentoring and believes in community service. He helps needy workers in Qatar with various benevolent ways under patronage of the Embassy of India in Qatar. He also led a QS professional organization in Qatar conducting professional and training activities.

Goals and Objectives:

Qatar Section is one of the fast-growing sections in Region 7 which is the largest international region in the world and key to AACE growth and global expansion. AACE has untapped potential which is unexplored by many professionals in the Qatar section. As Qatar Section president – Elect, I would use my experience to strengthen section and serve as a mentor for section team members.  Specific goals and objectives include:

  1. Establish close communication with members within the Qatar section, President and Regional Director.
  2. Communicate AACE vision, mission and strategic objectives to section team and members within Qatar Section.
  3. Promote awareness programs to make professionals aware about AACE International and its importance to construction and other industries.
  4. Increase awareness about importance of AACE certifications and their basis for job candidate selection.
  5. Expand AACE’s reach to various corporate giants and universities in the section to make AACE technical products and certifications a global standard.
  6. Help grow Qatar section further.
  7. Work closely with the AACE Regional Director and Qatar section President to implement and make successful AACE future plans in the section.
  8. Conduct regional conference on large scale in the region for benefit of members in Region 7 and Qatar section.
  9. Promote mentoring and other AACE initiatives by closely working with section team.

Manish Agrawal, CCP Vise President

Manish Agrawal is a Project Controls professional with 11 years of experience working with renowned organizations in India & the Middle East.  He has a B-tech in Civil Engineering and has completed a Post Graduate Diploma in Advance Construction Management from National Institute of Construction Management and Research. In addition, Manish holds several AACE certifications such as CCP, PMI, PMP & RMP.

His professional area of expertise relates to Project Planning & Monitoring, Contract Management, Delay/Claims assessment which requires excellent analytical and negotiation skills. In addition, Manish is proficient in the use of industry related operating systems such as MS Project, Primavera P6 and related BIM software.

He has worked in both contracting and consulting roles and has garnered diversified project experience working in the Industrial, Real Estate and Power sectors.

Manish is currently serving the AACE Qatar Section in the capacity of Vice-President. During the past three years, his association with the AACE has led to the successful organisation of regular technical events. Manish has also delivered a technical session as part of the CCP examination preparatory course.

Ryan Ace Tan, CCP, PSP Secretary

Ryan has over 12 years’ experience in the construction industry initially from his home country the Philippines, extending to Libya and currently now in Qatar. He has a BSc in Civil Engineering and is a licensed Civil Engineer in the Philippines. In addition, Ryan is currently undertaking an LLM in Construction Law and Arbitration with the aim of strengthening his understanding of alternative dispute resolution procedures within the industry.

Ryan is currently employed as a Senior Planning Engineer however, he also has extensive experience in site works supervision and quantity surveying. He holds PSP, PMI and CCP AACE certifications which cater and further supplement his knowledge in the project controls field as well as planning and scheduling, cost engineering, cost control, forensic scheduling, and contract.

He is a certified Civil Engineer in Qatar and has been a committee member of the Filipino Planning Engineers Association (FPEA) since 2017.

Ryan considers that ‘failing to plan is planning to fail’ and such an approach should be adopted on all construction projects. His long-term goal is to continue to further enhance his knowledge through education and experience with the objective of continuous personal and professional progression.

Paul Gregg, Treasurer

Paul accepted an invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Mentoring in 2017. This year he has assumed the role of Treasurer. In both roles Paul has helped in the smooth running of the committee and the AACE within Qatar.

He holds the position of Managing Consultant working for Ankura (Ankura recently acquired the disputes segment of Navigant Consulting) He specialises in planning and delay analysis with 6 years’ experience in conducting all types of forensic delay analyses in several regions.  Prior to this he was a civil engineer with J Murphy & Sons, in the United Kingdom, covering a range of roles including Temporary Works Designer and Design Co-Ordinator for clients including National Grid and Network Rail.

 

Paul has knowledge of various planning software programmes including Primavera P3 and P6, MS Project and Asta Powerproject. He has assisted experts in both international arbitrations and UK adjudications in several sectors. These include: hotels; mixed-use developments; high-rise office blocks; sports stadia; airports; marine projects; sewage treatment plants; infrastructure; Middle East and North Sea, offshore and onshore, oil and gas projects; and railways.

Paul is a member of the Chartered Institute of Arbitrators (MCIArb) and an incorporated member of the Chartered Institute of Building (ICIOB). He is currently the chair of the NOVUS committee of the CIOB in Qatar and is co-opted onto the Qatar committee. In June 2018, Paul completed his Masters in Construction Law and Dispute Resolution (MSc) through Leeds Beckett University.

Adieb Mahmoud, Director Education

Adieb has over 11 years’ experience working within in the construction sector on Rail, Infrastructure and Oil & Gas projects in Qatar and Syria. He has a BSc in Civil Engineering, MSc in Construction Law & Arbitration and is a Member of the Chartered Institute of Arbitrators.

He has worked in the capacity of Senior Quantity Surveyor on the Doha Metro Gold Line Underground project since 2013 and within this role further developed his skill set in key activities such as Change Management (Claims and Variation Orders), Contract Administration, Procurement Management including main Contractors, Sub-Contractors and Suppliers, Dispute avoidance and resolution Management, Cost Management & Cost Estimation, Commercial Reports, and Cost Control and Value Engineering.

Adieb holds extensive experience working with the FIDIC suite of contracts and a wide-range of experience in roles and positions within the construction industry; including roles with clients and contractors/subcontractors. He advises on all matters of a potentially contentious nature related to the projects he has been involved in and undertakes the forensic evaluation of claims, identifies and evaluates key records and facts; evaluates all parties’ contractual and legal entitlement; advises on claim resolution strategy, client defence strategy, program analysis; and evaluation of quantum.

Adieb also manages disputes, ensuring that robust contractual, factual and commercial input is considered, and works closely with the client’s Contracts Directorate to ensure that his client’s exposure is correctly diagnosed, accurately reported and where appropriate, effectively mitigated.

Amro ElSaid Moustafa Ahmed, PSP, Director Events

Amro is a Project Controls professional with 15 years’ experience working throughout the Middle East in locations such as Egypt, UAE, Morocco, Saudi Arabia, Kuwait and Qatar. He has a BSc in Civil Engineering, Post Graduate Diploma in Structural Engineering and MSc in Construction Management.

Amro holds PSP certification with the AACE and PMI certification with the Project Management Institute and is a member of the Egyptian Syndicate of Engineers, the Kuwaiti Society of Engineers and the Egyptian International Arbitration Organisation.

Throughout his career Amro has worked as a site engineer and more recently in planning, project controls / monitoring and project management. His experience has been acquired in a variety of construction sectors such a building works, sewage and infrastructure, interior decoration and finishes, roads and operation + maintenance working with contractors, consultants, project management organisations as well as on the client side.

He accepted an invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Events in 2017 and continues to act within this capacity as of current date.

Anil Ipekci, Director Communication

Anil is a Senior Planning and Project Management Professional with a Civil Engineering degree. He has in excess of 12 years of experience that has been acquired on a wide range of large-scale construction projects in Turkey and Qatar. He has extensive knowledge in Planning & Scheduling, Monitoring & Controlling, Resource Planning, Forensic Schedule Analysis and Integrated ERP and Project Management Systems.

Anil has worked with both contracting parties as well as consultants in Mixed-Use, Residential & Commercial Building projects including 60+ Story High-Rise Towers and Road & Infrastructure Projects with contract values in excess of USD 1 Billion.

Throughout his career Anil has acquired strong analytical and persuasive skills along with the ability to simplify construction schedules and complex issues, his ability to implement practical solutions has catered for opportunities to assume various high-level roles with reputable international companies in the construction sector.

Anil is currently working as the Head of Planning at Gulf Contracting Company and contributing to the ability to manage the different phases of projects more efficiently throughout the Project Life Cycle by implementing sustainable solutions in Planning, Scheduling and Claims Management.

Michael Dullaghan, Director Marketing and Publicity

In 2018, Michael accepted the invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Marketing and Publicity. As part of this role, Michael is responsible for the management of the AACE brand and image within Qatar and he ensures that the association maintains a proactive marketing strategy to establish membership acquisition and retention.

In his professional life he holds the position of Associate Director working for Driver Trett a multi-disciplinary global construction consultancy which provides specialist commercial management, planning, programming and scheduling, project management and dispute resolution support services.

Michael has extensive experience working with leading international contractors and holds more than 10 years’ experience working throughout the Middle East, Africa, Asia and the UK on projects up to USD 8 billion in contract value.

His area of expertise relates to claim preparation, management and negotiation and he holds a comprehensive understanding of contractual / commercial matters. He has assisted quantum experts in the preparation of reports for arbitral proceedings and has extensive experience of drafting documentation for claim submissions connected to delay and disruption events as well as calculating quantum entitlement and providing robust rebuttals to asserted claims.

He is currently undertaking an LLM in Construction Law and Practice and holds a BSc in Quantity Surveying as well as a BTEC Higher National Certificate in Construction. Michael is a is a results-focused individual with a proven track record for delivery in a challenging environment. He began his career working on strategic infrastructure projects in the UK and has since completed assignments engaged in the process and industrial, rail and transit, building, infrastructure and residential sectors of the construction market.

Milind Deshmukh, Director Administration

Milind is a Project Monitoring Engineer with more than 15 years’ experience working with both contractor’s and consultants on infrastructure projects in India, Oman, the UAE and Qatar. He has a BSc in Civil Engineering and a Post Graduate Diploma in Advance Construction Management from National Institute of Construction Management in Pune, India.

In 2017, Milind accepted the invitation to be part of the AACE Qatar Section Board of Directors in the role of Director of Administration. As part of this role, Milind organises and manages the AACE Qatar Section technical events and assists with the smooth running of the committee within Qatar.

 

Currently, Milind is pursuing PSP certification with the AACE whilst working in the planning department at Lahmeyer International. Within his professional capacity Milind has acquired experience in project planning & project management, co-ordination activities, and contract / claim management (including forensic delay analysis).

Milind is proficient in the use of planning software such as Primavera (P6) and MS Project and has used this as a basis to prepare baseline schedules for projects, develop various claim documentation and to formulate project close out reports.

Sahin Recan, Director Membership

Sahin Recan is a chartered civil engineer with more than 11 years’ experience in design, construction and project planning, specifically in the construction of airports, large scale commercial developments, large infrastructure projects. This combination of skills constitutes a sound basis for his primary role as a delay analyst, programming expert and project control services, on over 1bn $ managed claims, including an expert report in aviation industry.

Sahin specializes in delay analysis and is known for his pragmatic and proportionate approach to his analyses, and his keen eye for detail.  His approach on each analysis values on the principle of “admire the complexity, but reward simplicity”. The results of each analysis, despite how complex the issue is, is always presented to the parties involved in perfect simplicity to overcome differences occurred through the dispute.

He has worked on many major projects around the world, including: aviation projects in Oman and Turkey, infrastructure projects in Balkans, Turkey, Oman, Qatar, Algeria, large scale commercial projects in Abu Dhabi, Dubai, Oman, Turkey, rail systems (heavy rail, light rail, rapid transit);in Algeria, Turkey, oil and gas projects in Saudi Arabia, roads and highways in Balkan region, Qatar and Turkey, Power Plants in Turkey and Nigeria.

In addition, he has experience as a Project Controls Manager and Construction Manager, enabling him to address the core issues in relation to disputes with his hands-on experience in every area of the construction industry. The methodologies he has implemented in managing the diverse teams in different disciplines provided a continuous promotion in his previous companies.

Oleksii Liubymyi, PSP, Director Mentoring

Oleksii Liubymyi is a Senior Planning Engineer with 6 years’ experience in rail, nuclear, medical and high-rise multimillion-dollar projects with major international contractors.

One of the signature projects Oleksii has worked on is the construction of the New Safe Confinement for the Chernobyl Nuclear Power Plant, that was destroyed in the nuclear catastrophe in 1986.

Oleksii has a proven track record of delivering tailored project controls services and setting-up high-performing planning teams to ensure timely project execution. In addition, he has previously implemented analytics apparatus that equipped project managers with information to assist with project decision making.

His main areas of expertise consist of Planning, Scheduling, Progress Monitoring, Reporting, Project Controls and Claims preparation.
